The U.S. Federal Energy Regulatory Commission (FERC) today released a field inspection report for the Cameron Liquefaction Project in Cameron Parish, Louisiana.
On September 25 and 26, 2019 FERC performed a construction inspection of the Cameron Liquefaction Project phase 2 and 3. FERC staff reviewed the construction progress for Train 2 and Train 3, as well as the commissioning schedules for Train 2.
The FERC report noted ongoing Train 2 construction
activities include: painting, electrical cable pulling, insulating and pipe
installation. At the time of the inspection the following construction
completion rates of Train 2 were reported: Equipment: 98.6%, Piping: 99.5%,
Electrical 89.35%, Instrumentation 90.57%. At the time of the inspection, the
Train 2 Acid Gas Removal Unit degreasing operation was on going. Water used for
the degreasing operation was discharged to the stormwater outfall provided the
water quality met the water discharge permit requirements. Environmental staff
reported they were closely monitoring the discharge water quality. Containers
part of the degreasing operation were properly located in secondary
containments.
According to the FERC report train 3 continues the installation of underground
and above ground piping, structural steel, duct banks, and equipment. At the
time of the inspection, the following construction completion rates of Train 3
were reported: Equipment: 70.42%, Piping: 76.39%, Electrical 54.57%,
Instrumentation 42.4%.
FERC concluded construction activities within the project site and observed during the inspection complied with the
designs and plans filed with and approved by FERC. Environmental controls were properly
installed and maintained, and adequate measures were taken to minimize sediment carryover onto
Louisiana Highway 27. The next construction inspection will be within the next twelve weeks.
Cameron Liquefaction Project will eventually process, liquefy, and export up to approximately 14.95 million metric tons per annum (MTPA), with a maximum operating capacity equivalent to pipeline receipts of up to 2.33 billion cubic feet per day (BCFD). The Project includes three liquefaction trains – each with a maximum capacity of 4.985 MTPA; (Train 1 was commissioned and in-service since July 2019).
Cameron LNG is jointly owned by affiliates of Sempra LNG, Total, Mitsui & Co., Ltd., and Japan LNG Investment, LLC, a company jointly owned by Mitsubishi Corporation and Nippon Yusen Kabushiki Kaisha (NYK). Sempra Energy indirectly owns 50.2% of Cameron LNG.
